Continuity of Government Amendment

A process in the states to re-establish the legislative branch of the federal government in response to a catastrophic loss.

Points

This literally does not exist in the U.S. Constitution, except for succession of the President according to the 25th Amendment. No parallel process exists for the legislative and judicial branches of the federal government, even though they acknowledge the possibility during State of the Union assemblies. An Amendment is needed to specify the succession of the legislative power of the federal government in response to a catastrophic loss of personnel in Congress.
