Loss of Salary for Failure to Declare War

Congress shall lose a year's salary if the Country is taken into war by the President without an affirmative vote from Congress.

Points

Personally, I would not hold Congress accountable for actions of the commander in chief. Maybe if a police action was put to a popular vote after 100 days, the President would be required to withdraw or allowed to continue in a state of war?

Congress has failed in its duty to act as a check on the Presidential power to use the military for war. It should lose a years' salary every time there is no vote to invade and/or attack another country and the President goes there anyway.
