What problem does it solve? The State Department of Labor is paying for customized state training / retraining of people on H-1B and L-1 work visas. These work visas are obtained by employers that state that there are no people residing in NJ, who are not on work visas, who have the technical specialized skills to do the specified work. When the specified work is completed, these people should return to their native country, yet they apply for and receive expensive customized training to be re-trained in new skills. What is your solution and who does it apply to? Applicants for these expensive retraining funds should be required to prove that they are not on work visas. These funds should not be diverted to be spent on customized state training / retraining of people on H-1B and L-1 work visas. What is the anticipated impact? The State funds would be reserved for and used to train US citizens, green card holders, and permanent residents, especially those currently unemployed.
