What problem does it solve? Better Qualified Applicant Pool What is your solution and who does it apply to? Post positions open to public through other venues besides state website. Even if we need to subscribe or register with them. What is the anticipated impact? A much better, more qualified applicant pool.

I would like to get a better understanding/example of what "Better qualified applicant pool" means.

A larger applicant pool allows for the best applicants to rise to the top. Often when we have hired in my dept/division, there are very few applicants. Of the ones that apply, many are not qualified and very few have the bare minimum skills required. We have the choice of continually reposting and getting the same applicants over and over or filling it with an underqualified person. (continued below because of character limit)

When asking current employees how they found out about the job, they often say a friend/family member who works here told them. I know a lot of people who are very qualified and interested in jobs with the state and never even knew the site existed. Most people search on job posting sites like Monster, Indeed, CareerBuilder, etc. By not advertising in more public places we are limiting ourselves to just a few people and mostly word of mouth recommendation.

As someone who has been a part of the interviewing process, I can attest that the majority of applicants state that they learned about the position from a friend or family member. While it's great that current employees are recruiting friends and family, we are missing out on thousands of potential applicants (who don't have a friend or family member employed here). Simply stated, most qualified job-seekers are unaware that our positions are even available.
